POSSIBLE WAY TO PLUG/CAP/STOP/REDUCE THE GULF OIL LEAK:

Make a reinforced concrete structure that weighs 750 American tons.
This would be 7 times heavier than the 100 ton steel cap that froze up.
This could be made quickly in four sections of ~200 tons each, to 
facilitate lowering 5,000 feet into place by crane.

All four sections would sit on top of each other.
The resultant shape would be cone-like or pyramidal or wedding cake.
Each section would interlock with sections above it and below it
with matching indented hollows and extrusions or protuberances, like
TNG - tongue and groove plywood or wood flooring.

The top section would cap the other four sections.
All four sections could be circular or square.
The bottom three sections would have a large opening in their centers.

If each section was 6 feet high or thick, the entire structure would be
24' = (4*6) feet high.
If the Section 4 Cap was 12'x12'x12' or 1,728 cu. ft. it would weigh 
about 134 US tons alone and the whole structure would be 6' taller.
Quick construction: Carpenters for wood forming, Steel workers for rebar.
